A. it is amazing that when Muslims are a minority they are supposed to abide to one universal law with the majority who are non-Muslims , even if these laws contradict with the Islamic teachings . when there is a non-Muslim minority in an Islamic nation , the Muslim majority has to give these people the right to have their own laws different from the rest of the country . we call this double standards . Hindus in Malaysia just few weeks ago went on demonstrations demanding to have their own status and their own laws . and just above you say that you doubt that Muslims don't follow the common civil code and that they have to follow the law of land . and the land by the way in India is an Islamic as much it is a Hindu .

If you want a basic, but thorough overview of seismic building codes here in the United States, then I recommend that you go to your local public or university library and check-out a copy of the book "Geotechnical Earthquake Engineering" (Prentice-Hall Publishing) by Steven L. Kramer. Look in Chapter 8, section 8.4. The seismic codes described there are outdated, but the principles are still the same, and it will give you an idea of what current building codes are like.

When was CA Civil Code 1366(b) revised?
Q. California Civil code 1366(b) discusses assessments imposed by a homeowner association upon the homeowners. It says: "Notwithstanding more restrictive limitations placed on the board by the governing documents, the board of directors may not impose a regular assessment that is more than 20 percent greater than the regular assessment for the association's preceding fiscal year..." Wasn't this number formerly 10 percent? Can anyone point me to documentation on when this number was changed from 10 to 20 percent?

That means that it's up to the person who's aggrieved to challenge the rule or regulation...until the challenge is made and upheld, the rule is considered legal.
